The International Maritime Organization (IMO) has played a pivotal role in setting worldwide benchmarks for vessel construction, operation, and upkeep.

These conventions, resolutions, and guidelines serve three main objectives: accident prevention, damage mitigation, and establishing liability and compensation frameworks. Moreover, each maritime administration enforces regulations specific to its Flag State. Hornclass operates as a Recognized Organization (RO) and Recognized Security Organization (RSO) for various Flag Administrations, conducting surveys and issuing statutory certificates to vessels registered under their authority.

International regulations require vessels to establish a safety management system and a security plan, both of which must be reviewed and approved by a Recognized Security Organization (RSO). Hornclass is fully accredited by Flag Administrations to conduct the following ship safety and security audits:
 
– International Ship Security Certificate (ISSC)
– Ship Security Plan Approvals (SSP)
– Safety Management Certificate (SMC)
– Document of Compliance (DOC)

Maritime Labour Convention (MLC)

The Maritime Labour Convention, 2006, adopted by the International Labour Organization, ensures the working and living conditions aboard ships over 500 GT engaged in international trade are certified.
 
While the Flag State retains responsibility for enforcing the Convention through national measures, it can delegate inspection and certification to recognized organizations (RO). The MLC certification process, similar to ISM and ISPS, includes interim, initial, and intermediate inspections, resulting in a five-year validity certificate.
